The ubuntu-release-upgrader tool is used to upgrade a system from one release, to another (next or next lts). You installed 24.04 and appear to still be using Ubuntu 24.04 LTS; with no evidence that you've attempted to release-upgrade to 25.10. That tool does not apply package upgrades; it works at release level. Bug reporting is about finding & fixing problems thus preventing future users from hitting the same bug. ( I've marked this report as incomplete; as little detail is provided as it apport gathered detail about a non-existent release-upgrade that wasn't attempted.
