Thank you for taking the time to report this bug and helping to make
Ubuntu better.

The ubuntu-release-upgrader tool is used to upgrade a system from one
release, to another (next or next lts). You installed 24.04 and appear
to still be using Ubuntu 24.04 LTS; with no evidence that you've
attempted to release-upgrade to 25.10.  That tool does not apply package
upgrades; it works at release level.

Bug reporting is about finding & fixing problems thus preventing future
users from hitting the same bug.

(  I've marked this report as incomplete; as little detail is provided
as it apport gathered detail about a non-existent release-upgrade that
wasn't attempted. The message included

E: Sub-process /usr/bin/dpkg returned an error code (1)

highlights a support issue that needs to be dealt with first; the reboot
& getting kernel panic is why I've changed package but we have almost no
detail about that due to incorrect filing )
