I have this bug on multiple PCs with Wayland. All Intel with onboard graphics.
Encrypted PC. 
Enter password to pass the encryption, select user, enter password, press 
enter, and move the mouse and move the mouse before Ubuntu loads. Then the PC 
freezes.

The solution was:

Open a terminal and type: 
Go to the end of the (long) first line with the 'end' key and press 'enter' for 
the next line.
type: 'MUTTER_DEBUG_DISABLE_HW_CURSORS=1'  (without quotation marks) 
Press Enter
Press Ctrl+o
Press Ctrl+x
Close the window and reboot
