Yes I agree the words "Dim Screen" would draw your attention more than
"Screen Blank". But desktops aren't meant to be offered the former.

It's because dimming a screen requires setting a particular backlight
level, which is common on a laptop but the kernel interfaces don't exist
for desktop monitors. "Blanking" a screen however just requires telling
the screen to turn off, which is a more universal operation that all
screen types support.
