This is because of plymouth-theme-lubuntu-text provided by the source package lubuntu-artwork.
There is a file src/usr/share/plymouth/themes/lubuntu-text/lubuntu- text.plymouth that sets the title to Lubuntu 25.04. Most of the Ubuntu flavor plymouth text packages use a postinst script to set the version number instead.
