Issue: Shutdown option missing from menu after system update

Steps to Reproduce:
1. Update Ubuntu development branch
2. Restart or log out (or wait for screen timeout)
3. Check the power/shutdown menu in GNOME
Expected: Shutdown option should appear in the power menu
Actual: Shutdown option is missing
