This is too late for beta, but hopefully easy enough to test separately
on a daily image before final.

The thing that worries me more is the transition this would involve 
(libsvtav1enc2->libsvtav1enc4). Who would drive it? This whole thing is still 
in experimental, so it's still hard to know what kind of breakage that could 
bring.
I'm summoning @ginggs to express his opinion on this particular matter. As for 
myself, I would probably like it best if the plan was to put that in 
`resolute-backports` instead, but I'm not hard blocking this either, cause it 
sure would be nice to get that in Resolute if that can be done.
