Please sync ggml 0.9.8-1 (universe) from Debian unstable (main)
Explanation of the Ubuntu delta and why it can be dropped:
* Merge with Debian unstable. Remaining changes:
- d/control: make sure to use hipblas compatible with ggml 0.9.6
* Dropped:
- d/p/force-no-lto-for-cpu-feats.patch: fix ppc64el fail with lto

Current ubuntu delta we have regarding hipblas was a workaround added at time
to make sure ggml is built
with the hipblas version we have in ubuntu, as during the transition period
from rocm 6 or 5 (for somepackages)
to rocm 7 was causing incompatibility between packages and since debian doesnt
have the rocm v7 yet we
added this version restriction just as safe guard. This is not needed anymore
since the proper transition
to rocm 7 completed in ubuntu side. (so it is not that ggml cant build with
hipblas 7.0 it was because of incompatibility
between rocm toolchain and hipblas)
That said, we also need ggml to be rebuild as part of this change

As per the changes between 0.9.7-2ubuntu1 and 0.9.8-1, it looks like there is
no breaking change introduced but
they added openvino support and therefore a couple more symbols but no change
that may break existing abi.
