Public bug reported:

When dealing with applications that don't properly support passing activation 
tokens from the notification activation action to the wayland server, GNOME 
Shell shows a notification saying _<window> is ready_ which if clicked actually 
raises the window to the top.
In 25.10 and earlier this also caused the mouse cursor to stop spinning and 
turn back into the default pointer. In 26.04 instead, the cursor keeps spinning 
until timeout, as if the window was never activated.

I don't remember exactly if in 25.10 the cursor stopped spinning at the
same time as the _<window> is ready_ was shown, or only after it was
clicked.
