Public bug reported:
rust-polyline needs a no-change rebuild to fix autopkgtest failures which
are blocking the migration of rust-defaults and dh-cargo.
Autopkgtests are failing due to a missing cargo-auto-test crate
directory:

This is because dh-cargo_32 included the `+dfsg` in the version number, meaning
the crate directory was actually at
/usr/share/cargo/registry/polyline-0.11.0+dfsg.
Rebuilding rust-polyline using dh-cargo_33 will fix this problem and allow
rust-defaults and dh-cargo to migrate.
