SUMMARY

libxfconf 4.18 incorrectly treats properties of type "empty" as
existing. This breaks migration logic in applications such as
xfce4-notifyd-config, causing repeated migrations on every startup. See
https://gitlab.xfce.org/apps/xfce4-notifyd/-/issues/169#note_116919 for
more details.

Reproduced on Linux Mint 22.3 (based on Ubuntu Noble), using Ubuntu
package xfconf 4.18.1-1build3

$ apt policy libxfconf-0-3
