It seems like your bind9 is misconfigured. /etc/bind/named.conf.options
refers to an ACL 'internal-network' which is not defined anywhere.

I'm not sure exactly what your goal is, but removing this ACL from the
`allow-query` block in /etc/bind/named.conf.options should fix the
upgrade process.
