Public bug reported:

Just like /etc/kernel/ and /usr/share/kernel/ use the new run-parts
functionality available since Trixie to allow moving vendor hooks to
/usr/share/ and keeping local ones in /etc/.

This change has been applied in Debian's initramfs-tools:

This change would need to land in dracut and initramfs-tools.
