This indicates the 6.17 kernel did not install/configure correctly. Usually, it 
is caused by either:
1. An external kernel module not building. Check output of:
sudo dkms status

2. bug 2115148

If you cannot figure it out, run the following command and copy/paste output:
sudo apt dist-upgrade

** Package changed: linux (Ubuntu) => linux-hwe-6.17 (Ubuntu)

** Changed in: linux-hwe-6.17 (Ubuntu)
       Status: New => Incomplete
