The login screen runs as a different user so it won't follow any
personal preferences you have set. There is a workaround documented in
the release notes for 25.10:

> copy your personal monitor settings to the login screen with:

>   sudo cp ~/.config/monitors.xml /var/lib/gdm3/seat0/config/
