update-initramfs is the wrong place for that. I am not sure where and
how to fix it the best way. Maybe in mkinitramfs.

Note: Ubuntu 26.04 will use dracut by default. There you can just add a
config to pull in the 'drm' module. Then the plymouth module will use
that instead of using 'simpledrm'.
