Public bug reported:

After upgrading my computer (ThinkPad x201) to Ubuntu 25.10 and
switching from initramfs-tools to dracut, my system now fails to
completely shutdown or reboot. Most of the time it gets stuck in the
graphical boot/shutdown screen; once in a while it will drop to an
emergency shell with this output like:

[   51.602743] dracut Warning: poweroff failed!
[   51.603248] dracut Warning:
shutdown:/#

Then I need to force power-off my computer by holding the power button.

Attached is the rdsosreport.txt created in the emergency shell.

I tried booting with the rd.debug kernel command-line parameter and
examining the journal entries for dracut-cmdline, but I haven't noticed
any explicit errors for any dracut shell commands.

Not sure if this is related, but my Linux partition is encrypted and at
shutdown systemd-cryptsetup logs this error in the journal (my encrypted
disk is named "vault"):

Apr 07 01:42:14 computer systemd-cryptsetup[5225]: Device vault is still in use.
Apr 07 01:42:14 computer systemd-cryptsetup[5225]: Failed to deactivate 
'vault': Device or resource busy

It appears that systemd-cryptsetup is trying to deactivate the encrypted
disk before the filesystems and swap within it are unmounted/deactivated
(later in the log are messages about my filesystems being unmounted,
swap deactivated and lvm stopped).

Again, not sure if this is related to dracut not being able to fully
shutdown my system.
