Marking as a duplicate of bug #2084610. Same upgrader failure ("update-
manager marked for removal but in the removal deny list"), different
upgrade path (20.04 to 22.04 here, vs 23.04 to 24.04 in bug #2084610 ).
The underlying upgrader code path that hard-fails on the denylist
conflict is the same.
