I started the upgrade to 26.04 pre relase using do-release-upgrade -d.
The upgrade process is hung at "Setting up wvdial (1.61-8build1)…"
It seems like it is trying to detect modem devices on serial ports.
I have a few serial devices hooked up, none of which are modems.
Here is the log:

the process is stuck on 100% CPU (one core):
