Additional clarification after further testing:
The issue is still reproducible here with apparmor
4.0.1really4.0.1-0ubuntu0.24.04.6 installed.
I repeated the test in an isolated setup (separate test directory and
XDG_CACHE_HOME),
so this is not influenced by any previous cache state.
The behavior remains unchanged:
thumbnail generation still fails immediately and the log continues to show:
bwrap: loopback: Failed RTM_NEWADDR: Operation not permitted
This suggests that the recent changes (removal of the Nautilus AppArmor profile)
are not sufficient to resolve the issue in this environment.
System state:
All packages are up to date.
$ apt policy apparmor

The AppArmor service was restarted:
$ sudo systemctl restart apparmor
Also, no Nautilus AppArmor profile is present anymore:
$ sudo aa-status | grep -i nautilus
(no results)
From a user perspective, it currently looks like the underlying restriction
affecting
the bwrap-based thumbnailing is still active.
As already noted, further debugging on the user side is limited, since Nautilus
enters
the fail-state immediately and only the failure condition can be observed in
logs.
