Hi, This is not a regression. Ubuntu is configuring the kernel with CONFIG_FAIR_USER_SCHED, which changes the behaviour. You can utilize the feature more effectivly with uevent scripts (to which I have linked in an earlier comment) CONFIG_FAIR_CGROUP_SCHED will allow finer control of group scheduling, with the option not to use by not making any groups and putting everything in just one group.
