This looks similar to bug 47825.
Can you try some things for me?
Go To System -> Preferences -> Sessions
See if Network Manager is listed more than once there.
If you do, then read the comments in the bug above and see if any of those tips
help you.
I will wait to mark this as a duplicate of that one until we figure out if the
root cause is the same.
