Public bug reported:

On every shutdown or reboot, systemd-cryptsetup fails to deactivate the
LUKS encrypted device containing the root filesystem, logging "Device or
resource busy" errors.

Error messages in journal:
systemd-cryptsetup[724097]: Device dm_crypt-0 is still in use.
systemd-cryptsetup[724097]: Failed to deactivate 'dm_crypt-0': Device or 
resource busy
systemd[1]: systemd-cryptsetup@dm_crypt\x2d0.service: Control process exited, 
code=exited, status=1/FAILURE
systemd[1]: systemd-cryptsetup@dm_crypt\x2d0.service: Failed with result 
'exit-code'.

Install Ubuntu 26.04 with encrypted LVM (standard installer option: "Guided - 
use entire disk and set up encrypted LVM")
Complete installation and reboot
Reboot or shutdown the system
Check previous boot logs: sudo journalctl -b -1 | grep -E 
"(cryptsetup|dm_crypt-0)"

It seems like systemd-cryptsetup attempts to detach the LUKS device
while it is still in use, causing the error on every shutdown. The
system eventually shuts down after the error.
