External monitor Dell E2218HN is not detected at DRM/kernel level on
linux-image-6.8.0-111-generic.
I am filing this report from linux-image-6.8.0-110-generic because the
monitor works with this kernel and I can use the system normally.
Expected:
The external monitor should be detected and usable.
Actual:
On linux-image-6.8.0-111-generic, the Dell E2218HN external monitor is not
detected at kernel/DRM level.
It does not appear as connected under /sys/class/drm/*/status.
It also does not appear in xrandr.
Good kernel:
6.8.0-110-generic
Bad kernel:
6.8.0-111-generic
Hardware:

Additional information:
The same monitor, cable, and setup work after booting
linux-image-6.8.0-110-generic.
The issue is also reproducible on another PC when booted with
linux-image-6.8.0-111-generic.
