Ummm... that might not be the only issue here. My situation has improved a little since I went through the mind-numbing pain of getting the ATI driver running correctly in Kubuntu. Not really as intuitive as one might think... :-/
However, even though my monitor doesn't cut the panel off anymore, the windows STILL seem to think that the screen is wider than it really is and it's getting really annoying to keep scrolling in Firefox (and others) because the information in the window is wider than the width of the window.
