Update with newer kernel: The problem persists with the latest kernel in 24.04: 6.17.0-1023-oem.
I seem to be able to reproduce it by maxing out the RAM, after which oom kill is registered (see attached log) but the machine is unresponsive. Same "ring buffer is full" messages.
