That is known, and not even wrong.

If you say "give me the build deps" that is for arch specific and arch 
independent steps.
The latter need things that are not available on s390x - like the cross 
toolchains. (Same for other architectures by the way).

The correct way is to call apt build-dep with "--arch-only" if you only
intend to do the architecture specific builds (as e.g. a build in Ubuntu
would do since there arch-indep is handled on amd64)
