As i see it haproxy currently emits sd_notify events only when compiled with 
USE_SYSTEMD=1 (Ubuntu has that) and `global.tune.options & GTUNE_USE_SYSTEMD` 
being true.
the tune option is only set via flag `-Ws` -> the startup seems to be alright.

WATCHDOG_USEC is not mentioned in the haproxy source code, neither is
sending WATCHDOG=1.

As I see it, haproxy currently doesn't support watchdog notifications,
and this a feature request.
