Context: i386 builds are restricted to a small list of packages using the i386-whitelist packageset, which is maintained by the archive admins
The root cause here, I believe, is that blt-dev was dropped from the Python 3.14 Build-Depends list. This seemingly caused germinate to drop it from the i386 list (blt-dev is listed for questing [1], but not resolute[2]). You could ask in the i386 discourse discussion [3] if the package could get added back to the allowlist, but I am not an archive admin so I won't be able to tell you if this is likely to happen.
