For now, I am dropping the server-todo tag from this bug:
I'd rather not introduce a delta in Ubuntu before the upstream developers agree
whether https://github.com/squid-cache/squid/pull/1945 is the proper fix for
this or not.
Once that PR is merged, we can proceed to update squid and backport the
patch to the supported releases.
