Brings the upstream MPAM driver, resctrl-on-ARM64 bring-up from James
Morse's arm-mpam tree, NVIDIA SAUCE patches for hardware quirks (Tegra
T241, CMN-650), CSU/MBWU monitor counter plumbing, CDP emulation, ABMC
counter support, and the MB_HLIM hard-limit MBA extension.
Result: /sys/fs/resctrl on MPAM-capable ARM64 platforms behaves like
x86 RDT, with L3 occupancy and memory-bandwidth monitoring, L2/L3
capacity partitioning (CPBM/CMAX), and memory-bandwidth allocation
(MBA), including the NVIDIA-specific MB_HLIM hard-limit mode.
In-development pieces (counter pre-allocation, iommu_group-to-resctrl-
group binding, MB_HLIM) are gated behind the "this_is_not_abi" mount
option until they stabilise upstream.
