The only Ubuntu delta was disabling LTO in d/rules for the s390x FTBFS
timeout (LP: #2083243).

That change is already present in Debian 2.2.3-1 (`optimize=-lto`), so
there is no remaining Ubuntu delta. This can be synced from Debian
instead of merged.
