Thanks. It appears the Tiling Assistant extension is overriding the
"Window Resize" feature, which is known as edge-tiling internally:

  ...
  overridden-settings={'org.gnome.mutter.edge-tiling': <@mb nothing>,

And I can see the Tiling Assistant code that is meant to force it to
false (off). I just can't explain why that's not happening on my
machine.

Given the confusion this causes, I think it might be best if we just
generalised bug 2145174 to make the settings simpler and more sane.
