Public bug reported:

The Synaptics Prometheus fingerprint reader (USB ID 06cb:00e9) on HP
EliteBook x360 1040 G8 (and likely other HP laptops) is not detected
by fprintd on Ubuntu 24.04.

Root cause: the Ubuntu libfprint TOD fork's synaptics driver is missing
USB ID 0x00E9 in its id_table[]. The device is already supported by
upstream libfprint (git master), but the PID was never added to the
Ubuntu fork.

Evidence from hardware investigation:
- lsusb: 06cb:00e9 Synaptics, Inc. Prometheus
- fwupd: Firmware 10.01.3654703, IOTA Config 0019
- Standalone libusb probe: device responds to SENSOR_CMD_GET_VERSION
  (Version 10.1, Build 3654703)
- Upstream libfprint built from git: device detected and opens successfully
- Stock Ubuntu libfprint: "No driver found for USB device 06CB:00E9"
