Thinking more about that issue again, the fix isn't actually to backport that commit to noble, because lpbuildd isn't using the unshare backend. Still, I've checked [1] quickly, and the same issue is present in that `/` isn't mounted in the chroot. Time to open a bug against buildd, and figure out how to fix that with the LP team.
