I tried a new install in a Pi Zero 2W, which I understand uses the same boot mechanism as a 3B+.
On trying to upgrade the kernel to 7.0.0-1011-raspi after installation, I get exactly the same error message. Ubuntu 26.04 seems to work on both 3B+ and Zero 2W. It just doesn't want to upgrade the kernel past 7.0.0-1011-raspi. Given the number of serious security issues recently, I don't feel comfortable leaving them on the older kernels.
