It reproduce with game BorderLands 4. Start steam, then began voice chat in steam and start OBS studio with plugin "https://github.com/dimtpap/obs-pipewire-audio-capture"; Game hang on start video, video playing without sound and then hangs. If first start game and then OBS and voice chat all work well. I am ready test it with your ppa.
