Follow up plan over the one described in #35 by Lukas:

src:dbus will only demote bin:dbus, bin:dbus-daemon, bin:dbus-x11

Contrary to the earlier plan, bin:dbus-user-session will stay in main.
This has been discussed with the debian dbus maintainer smcv, and the packaging 
is configured so that bin:dbus-user-session only provides configuration files 
to set up a user-wide bus (as opposed to a session-wide bus, like the one 
provided by dbus-x11, the old mechanism for Xorg sessions) which is then 
implemented by either dbus-daemon or dbus-broker.

All reverse-dependencies from main packages to bin:dbus, bin:dbus-
daemon, bin:dbus-x11 have been removed.

bin:dbus-x11 has already been demoted. Its functionality is not required
on any systemd system, which includes all Ubuntu images and flavors, and
there won't be a replacement provided by dbus-broker.

The final pieces of the puzzle will be:
* Move the `Provides: default-dbus-system-bus` stanza from bin:dbus over to 
bin:dbus-broker
* Invert the order of `Depends: dbus-daemon (= 1.16.2-2ubuntu4) | dbus-broker` 
in bin:dbus-user-session
* Adjust the server-cloud-minimal seed

Before that happens, this MIR needs to be officially approved. Kicking
it back to the MIR team to finish review.
