Looking at the Landscape SRU exception [1], I note: "If an update targets one stable release, it must also target all subsequent releases (whether interim or LTS) and the development release."
The linked MPs only target noble and jammy, yet questing is at version 24.12 and so, according to the SRU exception, should also be updated. That said, questing only has a couple of weeks life left (EOL 9th July), so it's likely not worth pursuing that update at this point (the SRU review and validation is likely to take at least that long).
