Explanation of the Ubuntu delta and why it can be dropped:
* d/rules: enable video on ubuntu since libva is now in main
(LP: #2141692)
+ Upstreamed.
* d/p/fix-c23.patch: fix build with c23 (LP: #2146973)
+ Package now builds cleanly.
