  resolute preinstalled images are using a deprecated format for cloud-
  init data.
  
  The following warning is shown:

  Deprecated in version 22.2. Use **users** instead.

  [ Test Plan ]
  
  Make sure that the cloud-init nocloud images still boot and that the
  cloud-init related data, such as default user `ubuntu`, is still present
  with the right metadata and password.
  
  Make sure that the deprecation warning is gone and that the resulting
  image uses the updated format.
  
  [ Where problems could occur ]
  
  Cloud-init data could be wrong and the image would be unusable with no
  users / a user with unknown password / other user-related metadata
  issue.
  
  [ Other Info ]
  
  This particularly affects riscv64 preinstalled releases. All nocloud
  images are affected as well AFAIK.
