I can verify that the issue is no longer present on 7.0.0-28 kernel I installed
from the "-proposed" releases.

$ uname -a
Linux localhost 7.0.0-28-generic #28~24.04.1-Ubuntu SMP PREEMPT Wed Jul  1 
16:14:51 UTC 2026 s390x GNU/Linux

Config file that came with it does not have GENERIC_LOCKBREAK either.
