This bug is a false positive. The console-setup package does still ship
/etc/init.d/console-setup.sh etc., but also systemd services, and the
generator would have correctly detected these as "native" units already:
$ apt policy console-setup
console-setup:
Installed: 1.237ubuntu3
Candidate: 1.237ubuntu3
Version table:
*** 1.237ubuntu3 500
500 http://us.archive.ubuntu.com/ubuntu resolute/main amd64 Packages
100 /var/lib/dpkg/status
$ SYSTEMD_LOG_LEVEL=debug
/usr/lib/systemd/system-generators/systemd-sysv-generator /tmp/fakeroot |& grep
console-setup
Native unit for console-setup.service already exists, skipping.
Ignoring S01console-setup.sh symlink in rc2.d, not generating
console-setup.service.
Ignoring S01console-setup.sh symlink in rc3.d, not generating
