Ubuntu release upgrader calls inhibit_sleep which is a no-op since
update-manager 26.10.1: https://launchpad.net/ubuntu/+source/update-
manager/1:26.10.1

The function comes from Update-Manager and was turned into a no-op
because Apt now does the inhibition.
