compat file and declarations
- d/p/fix-ccr-asn1-bit-string-set1.patch: use ASN1_BIT_STRING_set1
- d/p/fix-ip-mft-asn1-bit-string-get-length.patch: use
ASN1_BIT_STRING_get_length
- d/control, d/rules: add dh-autoreconf to regenerate configure
from patched configure.ac
