Thanks for the answers. IMHO This would need to be the NM->netplan renderer which when setting the static IP need to somehow learn and consider handling it better to avoid this conflict with the one the installer left.
Assigning Jegadish to have a look from the netplan projects point of view The netplan merging pages outlines how this works [1] but the question is if the NM plugin needs to do more when the GUI sets static address.
