Public bug reported:

System: Ubuntu 24.04.4 LTS, ASUS Vivobook 15 X1504ZA. Bluetooth adapter is a 
MediaTek MT7902 combo chip (mt7902e, AzureWave, PCIe with an internal USB 
bridge for the BT interface), hci0, MAC A8:E2:91:29:54:B3.

Bluetooth fails to initialize on cold boot with kernel
6.17.0-40-generic. Kernel log shows:

Bluetooth: hci0: Opcode 0x0c03 failed: -110

This is an HCI Reset command timeout (ETIMEDOUT). hci0 never comes up,
BD Address stays 00:00:00:00:00:00, controller state stays DOWN,
bluetoothctl reports no default controller. bluetoothd itself starts
cleanly — the failure is below the daemon, at the controller/firmware
level.

Booting the same hardware into kernel 6.17.0-35-generic, with no other
configuration changes, Bluetooth initializes cleanly on cold boot every
time.

Wi-Fi on the same MT7902 combo chip is unaffected on either kernel,
since it runs through a separate out-of-tree DKMS driver with its own
firmware/init path. Bluetooth runs through the in-tree btusb/btmtk
stack, which changed between these two kernel builds. This isolates the
regression to that in-tree stack rather than the hardware or firmware
files.

Full kernel log from the affected boot (6.17.0-40-generic) plus lspci
-nnk output for the Bluetooth device is attached
(bt-6170-40-regression.txt).

Workaround in place: pinned to 6.17.0-35-generic via GRUB_DEFAULT=saved
and apt-mark hold on linux-image-6.17.0-35-generic.
