1) The release of Ubuntu you are using:
Ubuntu 26.04

2) The version of the package you are using:
linux-image-7.0.0-28-generic (Update from 7.0.0-27-generic)

3) What you expected to happen:
Normal desktop performance and stable video encoding/decoding, identical to the 
performance experienced on the previous kernel (7.0.0-27-generic). 

4) What happened instead:
Updating to kernel 7.0.0-28-generic introduces a severe hardware regression. 
Upon booting, there is immediate system-wide GUI freezing and severe input lag. 
Monitoring via `nvtop` shows the GPU pegged at 100% usage, specifically locked 
up on the video encoder (UVD/VCE). 

Rolling back to kernel 7.0.0-27-generic completely resolves the issue,
confirming this is a regression introduced in the 7.0.0-28 update.

Hardware & Environment Details:
* GPU: Gigabyte AMD Radeon R7 260X / Bonaire XTX [1002:6658] (GCN 2.0 / CIK 
architecture)
* Driver in use: amdgpu
* Display Server: Wayland

Additional Context:
Forcing the older `radeon` driver via GRUB (`radeon.cik_support=1`) results in 
extreme graphical artifacting ("jumping squares"), meaning `amdgpu` is the only 
viable driver for this card. The `amdgpu` driver works flawlessly on 7.0.0-27.
