Problem:

The Realtek Bluetooth USB device is detected and the btusb/btrtl drivers
load successfully. The firmware files rtl_bt/rtl8852bu_fw.bin and
rtl_bt/rtl8852bu_config.bin are also loaded successfully.

However, hci0 remains in an unusable state with the Bluetooth address
00:00:00:00:00:00.

The controller is not registered in the Bluetooth Management interface.

Actual results:

sudo btmgmt info

returns:

Index list with 0 items

bluetoothctl list

returns no controllers.

bluetoothctl show

returns:

No default controller available

sudo hciconfig -a

shows:

hci0: Type: Primary Bus: USB

The same issue occurs with both kernel 7.0.0-28-generic and kernel
7.0.0-27-generic.

The controller responds to some HCI vendor commands, but during
initialization btmon shows a Realtek vendor command returning:

Status: Command Disallowed (0x0c)

After this, the controller is not added to the management controller
index list.

Expected result:

The Realtek Bluetooth controller should initialize with a valid BD
address, appear in the btmgmt controller index list, and be available
through bluetoothctl and the Ubuntu Bluetooth settings.

Troubleshooting already attempted:

* Confirmed Bluetooth is not blocked by rfkill.
* Restarted bluetooth.service.
* Reloaded btusb and btrtl kernel modules.
* Reinstalled bluez and linux-firmware.
* Confirmed firmware files load without a file-not-found error.
* Disabled USB autosuspend with usbcore.autosuspend=-1.
* Performed a full power drain of the laptop.
* Tested kernel 7.0.0-27-generic.
* Attempted btmgmt static-addr, but it fails with Invalid Index because no 
management controller index exists.
