I can reproduce the same issue on a Lenovo ThinkPad T14 Gen 5 Intel (21MMS57F00).
Ubuntu 24.04.4 LTS Kernel 6.17.0-35 BIOS N47ET29W (1.18) The system powers off successfully, remains off for about 1–3 seconds, then powers on again automatically. Windows 11 on the same hardware shuts down correctly.
