Yes, so this bug is 'Opinion' status and assigned to the 'linux' kernel
component. Because if anything it's a problem in the amdgpu kernel
driver for letting you use modes too close to the bandwidth limit of the
HDMI connection.

I understand why the developers might do this on purpose. They might
believe they will get more complaints and bug reports if they hide
unreliable display modes than they do from the modes being unreliable.
